Hello Zuidas organiseert bijeenkomst over Erotisch Centrum (including English translation)

Hoe denken members over de mogelijke komst van een Erotisch Centrum (EC) op Zuidas? Op donderdag 11 januari organiseerde Hello Zuidas een rondetafelgesprek Erotisch Centrum in het Crowne Plaza Hotel. Doel van deze bijeenkomst was antwoord te geven op vragen van de members.

Voor deze gelegenheid had Hello Zuidas Pierre van Rossum, directeur Openbare Orde en Veiligheid van de gemeente Amsterdam, uitgenodigd als spreker. Olivier Otten, directeur van Hello Zuidas trad op als moderator. “Er zijn zorgen over dit project op Zuidas”, leidde hij de bijeenkomst in. “Hello Zuidas is ook kritisch en heeft vragen over dit project. We zijn een publiek private organisatie; hoe gaan we met zo een ingewikkeld project om? Hello Zuidas wil een wegwijzer zijn naar alle mogelijkheden die er bestaan.”

Monsterverbond
Een aantal organisaties hebben zich al verenigd tegen de komst van het EC op Zuidas onder de noemer het Monsterverbond. Dit zijn inmiddels 40 partijen, waaronder de RAI, het ROC en Nhow hotel. Het Monsterverbond heeft een manifest en een petitie opgesteld. Contactpersoon van het Monsterverbond is Martijn van Koolhoven. Aanpak Wallen
Na deze introductie nam Van Rossum het woord. De directeur Openbare Ruimte en Veiligheid gaf in zijn toelichting aan waarom de gemeente dit wil doen. Al vanaf de jaren ‘80 wil de gemeente de situatie op de Wallen aanpakken. Dit is gebeurd in drie fases. In het begin ging het vooral om het terugdringen van dealers en gebruikersoverlast. Vervolgens lag de nadruk op het verminderen van criminaliteit en het keren van toenmalige verloedering in het gebied. En vanaf 2018, vanaf de komst van burgemeester Femke Halsema, wil de gemeente de overlast op de Wallen door het massatoerisme terugdringen en de leefbaarheid in het gebied versterken. “Vanuit die gedachte is het idee voor een EC ontstaan”, lichtte van Rossum toe. “De aantrekkingskracht voor Wallen-toerisme moet minder worden. Hiertoe is de bredere ‘Aanpak Binnenstad’ ontwikkeld, waarbij raamprostitutie één onderdeel is.”

Locatiekeuze
De gemeente wil het aantal ramen op de Wallen verminderen: het plan is 100 ramen te sluiten. “Maar niet zonder een veilig alternatief te bieden aan de sekswerkers. Dat alternatief is een EC”, meent Van Rossum. Dit traject loopt van 2020 tot 2030. Het begon in 2020 met 8 beoogde locaties die in 2022 verkleind werd naar 4 zoekgebieden. Eind vorig jaar heeft het college gekozen om met de locatie Europaboulevard het vervolgproces in te gaan.

Van Rossum vertelde over de afwegingen van het college om te kiezen voor deze plek naast de A10 en het Amstelpark. “Na gesprekken met marktpartijen en belanghebbenden, een impactanalyse Zuidasdok en een mobiliteitsscan EC kwam deze locatie als locatie met de beste kansen en de minste nadelen uit de bus.”

Hoogwaardige kwaliteit
Van Rossum schetste een beeld van het toekomstige EC. “We rekenen op zo’n 4500 bezoekers per dag. In het EC komen 100 plekken, en op de Wallen gaan er 100 ramen dicht. Het EC wordt van hoogwaardige kwaliteit en zal een sterke verbinding hebben met de cultuursector en de LHBTQI+ gemeenschap. Er komen geen coffeeshops in. De planning is dat het EC in 2031 in gebruik wordt genomen.”

Vervolgproces
Er ligt nu een principebesluit van het college over het EC. Wat is het vervolgproces? “Als de gemeenteraad akkoord is, dan pas start het ontwikkelproces en kunnen bewoners en andere belanghebbenden worden betrokken. De gemeente wordt niet de investeerder of exploitant”, benadrukte Van Rossum. “Marktpartijen gaan dit doen.”

Daags na deze bijeenkomst werd bekend gemaakt dat de gemeenteraad een (langere) inspreekavond organiseert op 1 februari (zie ook hieronder). Donderdag 15 februari staat het onderwerp ter bespreking op de agenda van de raadscommissie Algemene Zaken (AZ).

Alles nog mogelijk
Ondanks alle aandacht en ophef over het EC is er nog steeds een kans het plan niet doorgaat. “Het is een project van 30 a 40 miljoen euro aan ontwikkelkosten door de marktpartij. Er zijn meerdere besluitvormingsmomenten waarbij het uiteindelijk niet door kan gaan. De gemeenteraad kan bijvoorbeeld zeggen dat ze het niet zien zitten”, vertelde Van Rossum aan de aanwezigen. “Dan moeten we opnieuw beginnen. Bij groen licht kunnen partijen bezwaar maken volgens de formele procedure en komt het voor de rechter.”

Inspreekavond

De gemeenteraad organiseert op 1 februari van 19.30-22.30 uur een speciale inspreekavond Erotisch Centrum in de raadszaal van het Stadhuis, Amstel 1.
De avond wordt georganiseerd op verzoek van de raadscommissie Algemene Zaken. Insprekers kunnen zich aanmelden tot dinsdag 30 januari 19.30 uur. Op de avond zelf is plek voor 100 insprekers. Er is geen maximum aan het aantal inzendingen van schriftelijke bijdragen of videoboodschappen. Voor meer informatie kijk hier.

Hello Zuidas organizes meeting on Erotic Center

What are our members' opinions on the possible establishment of an Erotic Center (EC) in Zuidas? On Thursday, January 11, Hello Zuidas organized a roundtable discussion on the Erotic Center at the Crowne Plaza Hotel. The purpose of this gathering was to provide answers to questions from the members.

For this occasion, Hello Zuidas invited Pierre van Rossum, Director of Public Order and Safety of the City of Amsterdam, as a speaker. Olivier Otten, Director of Hello Zuidas, acted as the moderator. "There are concerns about this project in Zuidas," he introduced the meeting. "Hello Zuidas is also critical and has questions about this project. We are a public-private organization; how do we deal with such a complex project? Hello Zuidas wants to be a guide to all the possibilities that exist."

Monster Alliance 

Several organizations have already united against the establishment of the EC in Zuidas under the banner of the Monster Alliance. There are now 40 parties, including the RAI, ROC, and Nhow hotel, among others. The Monster Alliance has drafted a manifesto and a petition. Red Light District Approach 

After this introduction, Van Rossum took the floor. The Director of Public Space and Safety explained why the municipality wants to do this. Since the 1980s, the municipality has aimed to address the situation in the Red Light District. This happened in three phases. Initially, the focus was on reducing drug dealing and user-related disturbances. Then the emphasis shifted to reducing crime and reversing the area's degradation. Since 2018, with the arrival of Mayor Femke Halsema, the municipality aims to reduce the nuisance caused by mass tourism in the Red Light District and enhance the area's livability. "From that perspective, the idea for an EC was born," explained Van Rossum. "The appeal of Red Light District tourism must diminish. To achieve this, the broader 'City Center Approach' was developed, with window prostitution being one part of it."

Location Choice 

The municipality wants to reduce the number of windows in the Red Light District: the plan is to close 100 windows. "But not without offering a safe alternative to sex workers. That alternative is an EC," said Van Rossum. This process runs from 2020 to 2030. It started in 2020 with 8 intended locations, which were reduced to 4 search areas in 2022. Late last year, the council chose to proceed with the Europaboulevard location. Van Rossum explained the considerations of the council in choosing this location next to the A10 and the Amstelpark. "After discussions with market parties and stakeholders, an impact analysis Zuidasdok, and a mobility scan EC, this location emerged as the one with the best opportunities and the fewest drawbacks."

High-Quality Establishment 

Van Rossum outlined the future EC. "We expect around 4,500 visitors per day. The EC will have 100 spots, and 100 windows on the Red Light District will be closed. The EC will be of high quality and will have a strong connection with the cultural sector and the LGBTQI+ community. There will be no coffee shops. The plan is for the EC to be operational in 2031."

Next Steps 

There is now a preliminary decision from the council on the EC. What is the next step? "If the city council approves, then the development process begins, and residents and other stakeholders can be involved. The municipality will not be the investor or operator," emphasized Van Rossum. "Market parties will handle this."

The day after this meeting, it was announced that the city council will organize a (lengthier) public input night on February 1 (see details below). On Thursday, February 15, the topic will be discussed in the committee on General Affairs (AZ).

Anything is Still Possible 

Despite all the attention and controversy surrounding the EC, there is still a chance the plan may not proceed. "It's a project with 30 to 40 million euros in development costs by market parties. There are several decision-making moments where it might not go through. The city council, for example, can say they are not in favor," Van Rossum told those present. "Then we have to start again. If given the green light, parties can object according to the formal procedure, and it goes to court."

Public Input Night

The city council will organize a special public input night on February 1 from 7:30 pm to 10:30 pm in the council chamber of the City Hall, Amstel 1. The evening is organized at the request of the committee on General Affairs. Speakers can register until Tuesday, January 30, at 7:30 pm. There is room for 100 speakers on the night.
